Oakland’s Car Park – This site is in the ownership of Bexley Council who has indicated that proposals for a comprehensive scheme to develop the two sites would be welcome. This site is 0.323 Ha (O.8 acre) and immediately adjoins Butlers Yard. It is coloured in Blue on the Ariel Photo. Please note that the Land to the Northern most part of the Land marked in Blue, outside of the council Car Park Barrier is subject to rights of way for Buildings on the Broadway Frontage.

The Site is located adjoining, and accessed off, Albion Road Bexleyheath within the Town Centre and has a vehicular egress to Broadway Bexleyheath from Butlers Yard. It is envisaged that this egress will become a pedestrian access to the site. There will be a new access point to the existing Oaklands Car Park from a New Roundabout to be constructed by the Council as shown in the Ariel Photograph and Plan.

Bexleyheath is the Strategic Centre of London Borough of Bexley. The London Borough of Bexley is located within Greater London on the southeast side. Main industries include manufacturing, freight, financial services, food and drink. Major roads nearby include the M25, A2 and A20, with City Airport approximately 12 miles to the northeast, Heathrow Airport about 32 miles to the west and Gatwick Airport 37.5 miles to the south. Mainline rail services run into London Bridge.

Bexley Planners have indicated that the site provides an excellent redevelopment opportunity and could support a mixed use scheme of up to six storeys in certain locations where appropriate together with potential underground parking/servicing. As part of the council’s long term plans for the town centre, retail, leisure and/or office uses at ground floor which provide an active frontage, particularly on Albion Road, would be favoured. Above ground floor a hotel, offices, and/or residential use would be considered appropriate. Residential units could alternatively be provided in a mews or town house configuration on part of the site with non residential active frontage in key locations.
The Council considers a high quality design approach will be essential resulting in a well integrated and legible development offering a pleasant, safe and accessible environment for users and occupiers. Integration with the existing Broadway shopping frontage will be sought, ideally through the establishment of a north, south link utilising existing gaps in the shopping frontage. Regard should also be had to the potential redevelopment of adjacent sites in the longer term as set out in the Council's document, the Bexleyheath Development and Improvement Framework.
In this regard, preliminary discussions with Bexley Council indicate that a comprehensive redevelopment of this site with the Council owned adjoining surface car park site would be welcomed, subject to Formal Planning Permission being granted. Any redevelopment of the car park will need to ensure that adequate public parking remains available in this part of the town centre. This could be achieved through a range of measures including the retention of some public parking on site, the re-provision of public parking elsewhere on the development and the improvement of other parking facilities in the town centre.
