Planning -
The site is subject to the policies contained in the Bathgate Area Local Plan, adopted March 1998, which identifies the land as suitable for “business, general industrial, storage and distribution development and ancillary commercial (excluding retail) development”.
The site will also be subject to the emerging Finalised West Lothian Local Plan 2005, which has been considered by a Scottish Government Reporter at Inquiry and is expected to be adopted in 2008. The Finalised Plan designates the site as a ‘Mainstream Employment Site’ suitable for Business and General Industrial uses (Class 4 and 5) and sets out at Technical Appendix 5.2 several special landscape control issues; therefore any development proposal must be carefully planned having regard to these.
There is a presumption against the introduction of commercial and retail uses in employment areas, “except where these are clearly ancillary to and a minor part of the main employment use”.
