Legal and Operational Responsibilities
Perth and Kinross Council's ownership of Perth Harbour carries with it a number of distinct legal and operational responsibilities including:
• Port security
• Statutory Harbour Authority and Competent Harbour Authority with associated powers and duties under various legislative regimes. The transfer of the statutory obligations will be subject to Ministerial approval.
• Commercial harbour operator running the port services and the provision of pilotage services.
• Tenant of The Crown Estate in respect of two areas of land which have been reclaimed and used as quayside.
Interested parties would be expected to demonstrate how they intend to discharge these responsibilities after transfer. Interested parties should be aware that the Council's statutory obligations would need to be transferred subject to Ministerial approval.
Location
Perth Harbour, situated on the River Tay just 30 miles from the North Sea, is a working sea port which benefits from excellent national road and rail networks.
Located in a well-established commercial estate, in close proximity to the city centre, Perth Harbour also benefits from an expanding community of commercial neighbours including many of Perth’s most successful and long established companies.
The harbour location provides a lower cost alternative to larger coastal ports, bringing goods closer to their final destination.
