The property comprises 7,728 ft2 GIA (717m2) of floor space. A measured survey is available via the dedicated website. The principal building is a detached dwelling arranged over four storeys with a lower ground floor. There is a two storey side extension consisting of garage facilities with residential accommodation above. The building is not listed and the current layout comprises 24 bedrooms with communal kitchens and bathrooms.Planning and Development OpportunityThe property is in the Royal Borough of Kensington and Chelsea.The most recent use of the building has been as a House in Multiple Occupation (HMO) although there is no planning history authorising the use of the building as an HMO. The building therefore does not have a designated planning status.The property is located within the Oxford Gardens Conservation Area and is subject to Article 4 directions pertaining to the provision of hard standing within the front garden.Pre-Application ProcessRBKC sought pre-application advice for the conversion of the main building into 7 self-contained flats (1 x 1 bed, 4 x 2 beds and 2 x 3/4 beds) including ground and first floor extensions. This proposal excluded any redevelopment of the carriage house / garage element of the property. The planning department concluded:“The principle of redeveloping the site as residential is considered to be acceptable and given that the building is in a residential area, was built as a residential house, and that the site is suited to residential uses, the principle of the proposed uses is considered to be acceptable and that Policy CH3(d) would not be in conflict with the proposal.”The pre-application provided for 7,350 ft2 (683 m2) NIA, representing a significant increase of developable area. The carriage house represents a further opportunity to add to the developable footprint of the property. Planning HistoryPlanning was submitted for the use of the existing building as a school in October 2012 under application number PP/12/04164. The application was refused on 3rd December 2012 on the grounds of: noise disturbance from the proposed use;failure to preserve or enhance the character or appearance of the Oxford Gardens Conservation Area;AppealThe decision was appealed, but withdrawn on 21st May 2013. The applicant re-submitted in August 2013 under application number PP/13/04763 which was subsequently refused on 20th December 2013 on similar grounds to the original application. Site ConsiderationsExternalWe have been informed that a Tree Preservation Order (TPO) number 60 applies to the site. This consists of four London Plane trees, two of which have now been removed with consent from the council, subject to a replanting condition.
