Within the Adopted Perth Central Area Local Plan 1997 the site is identified as an opportunity site (Ref: 010) whereby the Council acknowledge the scope for office, retail, residential ormajor cultural uses.
In addition to this, proposals for hotel development would be encouraged. The Adopted Local Plan identifies 1-21 Mill Street as a building of merit and there is a presumption in favour of the existing façade on Mill Street to be retained. The building is not listed however it is situated within the Perth Central Area Conservation Area. Any development proposal would be subject to obtaining necessary planning consent.
