Litter and Recycling

The tenant must provide and maintain remporary litter bins and recycling facilities when operating. Arrangements should be in place to recycle materials such that residual waste is minimised. Waste management arrangements should facilitate the efficient recycling of the food packaging provided.

The tenant must check for and remove any litter on site at the end of each day of operation. This extends to any litter arising from the kiosk in the garden, inside the visitor centre or in its wider vicinity. The number of litter and recycling bins provided should be adequate to cope with the level of litter and waste arising from the kiosk.

Seating
Customers are free to use the existing seating in the visitor centre garden (3 picnic benches and a stone bench).  There is also a small bench to the rear of the centre, wooden benches on the reservoir shore, and people often use the reservoir dam wall as informal seating.  These can all be used by customers.  No additional seating is permitted.

Use of the Visitor Centre
Customers, like other visitors to the area, can enter the centre when it is open, however, use of the centre does not form part of the lease.  Provision of tables and chairs within, or promotion of the centre as part of the kiosk facility is not permitted.

Power and Services
The kiosk should be self-contained.  No water or electricity will be provided from the visitor centre.  Any generator used must be a silent running type of modern design, such that noise and emissions are minimised.  A generator must be properly maintained and serviced. All gas and electrical appliances must be appropriately tested and serviced and evidence of this should be provided on request.

Street Traders Licence
The tenant is responsible for applying for and holding a valid Street Traders Licence as may be required.  Please contact Licensing at licensing@edinburgh.gov.uk.  It is advisable to allow 6 - 8 weeks for your application to be processed.

Location

The Pentland Hills Regional Park is a living, working landscape that offers great opportunities to experience, learn about and enjoy the outdoors.  With around 10,000 hectares of countryside and over 100 km of waymarked paths, the Regional Park is a great place for walking, cycling, horse riding, fishing and orienteering.  Harlaw House Visitor Centre is one of two within the Park and provides information, advice and displays on what to do and see in the area.  Located adjacent to the centre are the reservoir and Harlaw Wildlife Garden, a lovely sun trap ideal for picnics and which holds a Green Flag in recognition of it being a quality greenspace.

Kiosk Location
The kiosk must be sited close to the building such that the access track in front of the building is free from obstruction and allows passage of vehicles, walkers, cyclists and horse riders at all times.  Any tenant would be required to move the kiosk at short notice in case of exceptional circumstances, e.g. an operational emergency relating to the reservoir.  The kiosk can be located within the shaded area shown on the attached plan.

Days and Hours of Operation

The lease is offered on a part-time basis during Friday, Saturday and Sunday each week, as well as public holidays.  Operating hours can be any time between 08:30 and 18:30.

The following Saturdays are not included due to existing commitments (if the decision is made to extend or re-advertise the opportunity, similar dates in future years will also be excluded):

Length of Lease
The lease would be offered initially for 12 months from the date of agreement.

Rent
Rental offers are invited (exclusive of VAT, Non Domestic Rates and Insurance).

Fees
The successful tenant will be responsible for the Council's reasonably incurred legal costs (if applicable) and surveyor's fee of £XXX in connection with the transaction, as well as Stamp Duty and Registration Dues (if applicable).

Closing Date Information
The closing date for offers is 12 noon on Friday 25 April 2014.  Assessment of offers will be based on Quality of Produce (25%), Visual appearance of Kiosk (25%), Litter Recycling and Noise Management (25%) and Income Generation (25%).  Applicants should provide as much information as possible, including photographs or other images where relevant.  For offers to be valid, applicants must comply with the agent's Details for Submitting Offers (available upon request)
 

Specification

Vehicular Access
Vehicular access is permitted for delivering and uplifting the kiosk and associated material each day.  Keys will be provided for access.  Other than delivery and uplift no parking is permitted at the visitor centre.  The kiosk must be fully mobile and towed away at the end of each day.  No storage of equipment or materials is permitted on site outwith operating times.

Kiosk Specification
The kiosk should be fully mobile, clean and well presented and have an appearance that is sympathetic to the scenic nature of the site.  Maximum external dimensions should be 12ft x 6ft.

Produce
Produce should, where possible, be seasonal and locally sourced and provide a range of nutritious and freshly made food and drinks.

Packaging
Packaging should, where possible, be compostable, biodegradable or recyclable.
