The Council wishes to invite Professional Catering Service, specialising in providing Café facilities, to tender for this exciting opportunity. It is the Council's intention to award a supplier who will be invited to work closely with the Council’s Parks & Woodland team to ensure that the highest standards are met. This contract offers excellent opportunities for the right service.
A fitted kitchen is provided by West Lothian Council, as outlined in the plan attached and this includes the following - oven, hob, griddle unit, fridge, freezer, dishwasher, preparation benches, storage racking & water boiler.
Anyone intending to submit an offer must fully comply with the Conditions of Let outlined below.
It is envisaged that once the new Visitor Centre is open, there is the opportunity for the café to provide visitors, events & activities in the Country Park with catering.
Location
The Country Park is located in the Bathgate Hills to the south of the historic town of Linlithgow.
The Country Park benefits from an ideal location in the Central Belt, with excellent road links from Edinburgh, Glasgow and Stirling via the M8 and M9 motorways.
In addition there is a railway station at Linlithgow with services from Edinburgh and Glasgow providing convenient access to and from Scottish principal cities and the amenities of the central belt. Edinburgh Airport is approximately 13 miles away.
Terms
The closing date has been set, the following procedure will apply:
- The closing date for offers is: Monday 31st October 2016 at 12 noon prompt
- All offers must be made on the standard application form and submitted in an A4 envelop clearly labelled: "OFFER OF LEASE FOR CAFE AT BEECRAIGS COUNTRY PARK"
The offerer must write his/her name and address on the back of the envelope.
Any additional material for submission must be suitably sealed, labelled and attached to the offer envelope.
Any offers received after 12 noon on the closing date will be returned unopened and will not be taken into consideration by the Council.
The tenant will be expected to provide with their offer:
- Business Plan
- Environmental Health Certificate
- Food Hygiene Certificate
- Employers, Public and Occupier Liability Insurances
- Price List
- Sample menus
- Details of proposed uniform

Offers received by fax or email will not be accepted.
The Council does not bind itself to accept the highest or any other offer. However, West Lothian Council has a legal obligation to obtain the best price legally obtainable.
Offers must be submitted in accordance with the above instructions. Failure to comply with these instructions will result in the offer being declared void.
The Council Executive will consider a report on offers received and no confirmation of the outcome to offers will be sent until after the Executive Meeting.
